Secondo il \u201c<strong><em><a href=\"https:\/\/connecteurope.org\/insights\/position-papers\/reflection-paper-low-earth-orbit-satellite-connectivity\" target=\"_blank\" rel=\"noreferrer noopener\">Reflection Paper on LEO Satellite Connectivity<\/a><\/em>\u201d<\/strong>&nbsp;di&nbsp;<strong>Connect Europe<\/strong>, l\u2019Unione europea deve affrontare una doppia sfida: completare la copertura terrestre ad alta velocit\u00e0 (fibra e 5G) e integrare in modo strategico i servizi satellitari in&nbsp;<strong>orbita terrestre bassa (LEO)<\/strong>&nbsp;per garantire continuit\u00e0, resilienza e sicurezza delle comunicazioni.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gli obiettivi fissati dal&nbsp;<strong><a href=\"https:\/\/digital-strategy.ec.europa.eu\/it\/policies\/5g-digital-decade\" target=\"_blank\" rel=\"noreferrer noopener\">Decennio Digitale Europeo<\/a><\/strong>&nbsp;\u2013&nbsp;<strong>copertura Gigabit per tutti entro il 2030<\/strong>&nbsp;e&nbsp;<strong>5G in tutte le aree popolate<\/strong>&nbsp;\u2013 richiedono un approccio multilivello. A fine 2024, la copertura 5G ha raggiunto&nbsp;<strong>l\u201987%<\/strong>&nbsp;della popolazione europea, mentre la fibra il&nbsp;<strong>70,5%<\/strong>. Tuttavia, per colmare i divari residui, in particolare nelle aree isolate, le&nbsp;<strong>reti non terrestri (NTN)<\/strong>&nbsp;diventano essenziali.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">LEO e l\u2019infrastruttura critica per resilienza e continuit\u00e0<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.key4biz.it\/satelliti-leo-mercato-mondiale-da-20-miliardi-di-euro-entro-il-2030\/538386\/\" target=\"_blank\" rel=\"noreferrer noopener\">I satelliti LEO<\/a>, posizionati tra&nbsp;<strong>500 e 1.000 km<\/strong>&nbsp;di altitudine, garantiscono latenze ridotte e maggiore qualit\u00e0 del segnale, caratteristiche indispensabili per applicazioni di comunicazione avanzata.<br>Ma l\u2019espansione delle mega-costellazioni genera due rischi di governance globale:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>saturazione delle orbite basse<\/strong>, dominata da operatori extraeuropei (Starlink di SpaceX con oltre 6.000 satelliti operativi, OneWeb controllata da Eutelsat, Amazon Kuiper in fase di lancio);<\/li>\n\n\n\n<li><strong>sicurezza strategica dei gateway terrestri<\/strong>, veri nodi critici che collegano spazio e reti di terra, indispensabili per la gestione dei flussi di traffico.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Il tema non \u00e8 solo tecnologico ma di&nbsp;<strong>sicurezza nazionale ed europea<\/strong>, poich\u00e9 chi controlla le orbite basse e i punti di interconnessione controlla parte rilevante delle comunicazioni del continente.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Direct-to-Device: l\u2019innovazione che cambia il mercato<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">La frontiera pi\u00f9 promettente \u00e8 la&nbsp;<strong>connettivit\u00e0 diretta ai dispositivi (D2D)<\/strong>: la possibilit\u00e0 per smartphone standard e dispositivi IoT di connettersi direttamente a un satellite, senza terminali dedicati, quando la rete cellulare terrestre non \u00e8 disponibile.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Questa tecnologia \u00e8 gi\u00e0 oggetto di&nbsp;<strong>alleanze strategiche<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.key4biz.it\/d2d-il-progetto-esa-viasat-unalternativa-al-direct-to-cell-di-starlink\/519756\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>ESA \u2013 Viasa<\/strong>t<\/a>\u00a0potenziare le comunicazioni satellitari, che devono diventare una risorsa accessibile per aziende, industrie e Governi;<\/li>\n\n\n\n<li><strong><a href=\"https:\/\/www.cnbc.com\/2024\/11\/01\/apple-commits-1point5-billion-to-globalstar-for-iphone-satellite-services.html\" target=\"_blank\" rel=\"noreferrer noopener\">Apple \u2013 Globalstar<\/a><\/strong>\u00a0per iPhone 14 e successivi, con servizi SOS via satellite;<\/li>\n\n\n\n<li><strong><a href=\"https:\/\/www.t-mobile.com\/coverage\/satellite-phone-service\" target=\"_blank\" rel=\"noreferrer noopener\">T-Mobile \u2013 SpaceX\/Starlink<\/a><\/strong>\u00a0per la copertura D2D negli Stati Uniti;<\/li>\n\n\n\n<li><strong><a href=\"https:\/\/www.key4biz.it\/vodafone-prima-videochiamata-spaziale-su-smartphone-4g-e-5g-con-satelliti-bluebird-non-ce-solo-starlink\/519979\/\" target=\"_blank\" rel=\"noreferrer noopener\">Vodafone \u2013 AST SpaceMobile<\/a><\/strong>\u00a0per la realizzazione di una rete satellitare 5G D2D su scala globale;<\/li>\n\n\n\n<li>in Europa,\u00a0<strong><a href=\"https:\/\/www.telefonica.com\/en\/communication-room\/blog\/direct-device-satellite-service-complement-mobile-networks\/\" target=\"_blank\" rel=\"noreferrer noopener\">Telef\u00f3nica<\/a><\/strong>\u00a0ha annunciato iniziative per integrare servizi satellitari D2D nei propri pacchetti di connettivit\u00e0.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Gli scenari applicativi spaziano dalle&nbsp;<strong>comunicazioni di emergenza<\/strong>&nbsp;in zone montane e insulari, fino alla&nbsp;<strong>resilienza di rete<\/strong>&nbsp;in caso di disastri naturali o blackout. Un ulteriore ambito \u00e8 quello dell\u2019<strong>IoT industriale<\/strong>: agricoltura, logistica e monitoraggio energetico in aree isolate.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Lo spettro: la partita cruciale al WRC-27<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Uno degli elementi pi\u00f9 delicati riguarda la&nbsp;<strong>politica dello spettro<\/strong>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Il D2D pu\u00f2 operare in\u00a0<strong>bande MSS (Mobile Satellite Services)<\/strong>, con terminali modificati, gi\u00e0 regolate a livello internazionale.<\/li>\n\n\n\n<li>Ma la vera partita riguarda l\u2019uso delle\u00a0<strong>bande IMT (4G\/5G)<\/strong>\u00a0da parte dei satelliti, che permetterebbe di collegare smartphone standard.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Oggi questa possibilit\u00e0 non \u00e8 prevista dalle&nbsp;<strong>Radio Regulations<\/strong>&nbsp;dell\u2019ITU: la decisione sar\u00e0 discussa alla&nbsp;<strong><a href=\"https:\/\/www.gsma.com\/connectivity-for-good\/spectrum\/the-road-to-wrc-27-a-new-cycle-begins\/\" target=\"_blank\" rel=\"noreferrer noopener\">World Radiocommunication Conference 2027 (WRC-27)<\/a><\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nel Paper \u00e8 precisato che qualsiasi apertura dovr\u00e0 garantire la&nbsp;<strong>priorit\u00e0 assoluta delle reti terrestri<\/strong>&nbsp;e richiedere&nbsp;<strong>accordi tra operatori mobili e satellitari<\/strong>&nbsp;titolari delle licenze, per evitare conflitti regolatori e distorsioni di mercato.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Autonomia tecnologica e strategica<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Il documento mette in guardia: il dominio attuale degli operatori extraeuropei nel mercato LEO crea rischi di&nbsp;<strong>lock-in geopolitico<\/strong>.
